Why we do not perform the State of Hawaii Vehicle Safety Inspections when it is raining.
We at the Schofield Barracks Auto Skills Center will refuse to inspect vehicles during or right after a rain, until such time as the roads have dry so as not to have water splashed up under the vehicle which would or may cause inspection of fuel lines or coolant lines to appear to be leaking. The rule for this is listed below and falls under the part of that rule which states: (whenever the performance of any visually inspectable component cannot readily be determined because of an accumulation of dirt, grease, or other foreign material.) Water is considered other foreign material.
In Reference To: Hawaii Administrative Rules TITLE 19, Department of Transportation SUBTITLE 5, Motor Vehicle Safety Office Chapter 133.2, Periodic Inspection of Vehicles, Subchapter 3, General Procedure for Inspection – 19-133.2-21 Causes for refusal to inspect.
